Lawyer by the Escuela Libre de Derecho; Master in Public Administration and Management by the National Institute of Public Administration and the University of Alcalá de Henares, Spain; obtained the Diploma of Advanced Studies in the Doctorate of Political Science and Administration, at the Universidad Autónoma de Madrid.
He is currently studying for a PhD in Law at the Escuela Libre de Derecho.
He has been a federal and local legislator in Mexico, his legislative work has been distinguished by his promotion of the rights of access to public information and the protection of personal data, for which he has authored and co-authored several laws and constitutional reforms.
Professor at the FES Acatlán (UNAM) of Ethics in Public Administration; Coordinator of the Diploma in Personal Data Protection at the Escuela Libre de Derecho, Technical Advisor in the Speciality of Transparency, Accountability and Combating Corruption at the Universidad Iberoamericana in Mexico City, as well as in various diplomas and other postgraduate courses at universities of national and international prestige.
He was Secretary for the Protection of Personal Data at the National Institute for Transparency, Access to Information and Protection of Personal Data, INAI from 2014 to 2018.
Since 2018 he serves as Commissioner of the Institute for Transparency, Access to Public Information and Protection of Personal Data of the State of Mexico and Municipalities, INFOEM.
He is Coordinator of the Open Government and Proactive Transparency Commission of the Plenary of INFOEM and Secretary of the Open Government Commission of the National Transparency System (2020-2021).
